This work addresses the problems of reliable video transmission over heterogeneous networks and application requirements as well as diverse end device capabilities. Scalable video coding (SVC) provides spatial, temporal and quality scalability, which allows flexible bit stream adaptation. Multiple description coding (MDC) can increase the reliability of video transmission by producing redundancy and by utilizing the advantage of multi-path structure existing in Internet. A standard-compatible MDC for SVC was proposed as an error resilience scheme, where each description alone supports spatial scalability, quality scalability and temporal scalability with full spatial and temporal resolution. An end-to-end distortion model was used to find the optimal redundancy allocation from the available descriptions, which are most suitable for the given bandwidth constraints. The performance of the proposed MDC for SVC and the single SVC protected by Raptor code was investigated. At the decoder, a light-weight header modification error concealment conceals packet loss with low computational complexity.
